Well good luck finding coders because as you already know, there are very few of them, you have mappers settled, modelling should be easy and all you need are the coders to code those hands

I map for Source now and I always will now because i decided to map for HL1 again one last time to find that it was more difficult like the old days and so i just gave up once i found you can't build a skybox around the map :S

I had that error and i had to reinstall sdk, play all games and then try using it again and it worked
because one was wearing baggy jeans and the other one was wearing straight / non creased jeans!

CSS is a modification and is no different...
Valve did not expect players to camp, shout on the mic etc etc
They expected players to always work as a team like real Police!
It's the players fault that wrecked CSS but it's a great game to have a few laughs with your MATES not strangers but your MATES!

He just explained it but basically you make a block with grass texture or mud... etc
You highlight it, click apply textures tool, click the second tab on apply tetures box and then click create...
It will have Power 2 so choose a number like 3 and click ok / apply.
You now have a displacement block and it can be altered to have bumps e.g. terrain and to blend you click on the tool called paint alpha (not we are still on the texture apply box)
Then you should have a green circle on your cursor and you click where you want it to blend e.g. if you have grass leading onto a sandy beach left click in middle and it should blend, keep clicking until your satisfied.
