I dont think Brother in Arms is TF2. First off, I am positive that if it was TF2 it would have TF2 in the name although it is kind of odd that they used that name for a game. Second, I seriously doubt that a company other than Valve would be spear heading the TF2 project. 
Yes. When I first installed Steam at home, it asked me if I wanted to remove the old files. When I installed Steam at work last night it didnt ask me but it left my old HL install alone.

I think TF kicks ass. Personally, I never got in to CS though. That's why it's always good to have options. Not everyone is going to like the same thing.

Yeah but, it's not the stock HL engine (from an interview):
