How can i import a jpg into wally and then export it as a wad? is this even possible? ive seen it be4... at least i think i have...?

create a new wad from the file menu and just paste the jpeg into it, as long as the dimensions are correct wally should be ok

It is indeed better to keep source files un(lossy-)compressed if possible. If they ever have been, the damage is already done.
