I think there should be a mod award for people who developed a good mod. (ex: to The Hunter,Saco-SM,Dr.Mapper e.t.c)(of course their mod must be finished and good)

By mod you mean mappack. Which is the same as a map award. No good mods are made any more.

The awards are for people who contributed to TWHL, not for people who... just mapped.
There will be something mod-oriented sometime soon-ish, though (probably during my last two weeks of holiday when I'm not working).
