Game Cache File.

Use GCFScape to extract all the missing files from sourcesdkbin in sourcesdk.gcf.

I've posted GCF information numerous times, searchy.

You don't need to extract the file. Just "Refresh SDK Content" from the Steam menu, and this error should go away.
