Im making my hl prisonbreak storyline and I need a criminal model and I didnt found any except this one http://www.fpsbanana.com/skins/410 it realy could fit my request but if I make him(or any else cs hostage) do somethind(wave,sit...) game gives me a windows eror. What to do to make cs hostages as normal hl NPC's ?

They don't share the same animations or code, so i don't think it's possible. You could manually substitute the hostage models using the HL bones i'm guessing if you know how to model/animate, but I guess you wouldn't be asking if you did = )

There's always reskinning the originals, which I've never tried, but it doesn't seem too hard.

Actually, CS hostage animations were ripped from HL1 scientists, so porting backwards shouldn't be a problem.
Try naming the model scientist.mdl and placing it in your mod's models directory. Then use monster_scientists to create a hostage (he'll sound and act like a normal scientist though).

It works but only half of its emotes work, else bugy.

Daub: Wow I never knew that! I should really watch myself giving advise when i think i know what i'm talking about and really don't! A little knowledge is dangerous!
