I have been told bye a friend of myn that all mods created must be free.(at least that's what I've gathered from him) But i know of a TF2 mod where they say you must "Donate" to keep your lvls (its like the warcraft mod for CSS) anyway I want to know is this allowed if not how would I go bye reporting this to valve? thank you in advance

..and they'll simply explain to valve that 'nobody is holding a gun to your head to donate to the server' and that 'being admin of the server they reserve the right to do whatever the f#^% they please with it'

They aren't asking you to pay for the server mod, now, are they? You are asked to pay to keep your "lvls" on their server. That's an entirely different thing. Besides, idiots who pay for benefits on a server don't need their money.

Unless you specifically pay for content not created by the modders in question - it's not illegal.

That's not illegal, and in fact it's quite smart. There's nothing to report here.
Servers often ask for donations to keep their game up and running. This particular server just happens to provide a little more incentive to donate.
