Some of this info is a bit more technical that I care to decypher, but news that Valve is even doing Source 2 is fantastic news to me. After the advancements with Portal 2, I thought Valve would be sticking to Source forever.

Even though I am a full on convert over to UDK, I am very glad to see this happening. Valve such a badass company, and source 2 means ep3 is also on its way.

As far as the article, it doesnt say anything usefull. Just a bunch of speculation like there was when the l4d2 demo came out and people went through those files.

Very speculative stuff. Valve mentioned ages ago they refer to their internal builds as 1.5, 2 and so on. I think Gabe even mentioned in an article late last year that Source 2 wasn't underway.

I would love it to be true, but it's not really Valve's way.

New tools are definitely in the works, though. Gabe has said as much, and the Portal 2 editor, and Source Filmmaker are, I think, great examples of where they're headed. I'm thinking a proper real-time editor, with the engine actually running inside it, and a new Qt UI, like they've done with the Filmmaker.

It all makes sense to me.
When Valve was creating Half-Life2, it was top secret stuff, and they released the amazing new Source engine that smashed everything and still looks good. It could be that for the past few years that they have been working on a new engine, for a Half-Life3 game, to finish their Half-Life franchise with a big bang and an amazing new engine.
Also another thing I'd like to point out is that Valve are starting to add their games to Xbox and PS3 consoles, so perhaps they are developing Half-Life3 for the new consoles as well as PC, it would make sense that for a new generation they would use a new engine. -The development kits have already been devilered to developers after all.

...and half-life was supposed to have episode 3, but they haven't said anything about it when It was supposed to release a year later, so it makes sense to me that they might have scrapped episode 3, and went for Half-Life 3 instead, which obviously takes much more time to make.

I believe Gabe himself said that they probably wouldn't end the franchise after the next game. That they might make new games revolving around other characters such as Alyx or Barney. Half-life 3 might end the story, but it most likely won't end the franchise.
