How can i create a server that will show you map list and allow to vote? Normaly you can type votemap [number], but no one is using that (noobs : ) so? how to do that? with commandmenu.txt? if so, how?

votemap #? why not votemap (map)?
amx or Admin mods have a type of voting system. So no need for a map list. It will just tell them that that map isnt found on this sever. Of course, its convienent...

i fond it! make a .txt file the same name as your map. Put the map list in the text file and whatever else you woul like to say. PRESTO! there you go! Thatll be 20 dollars.
