I have taken great measures in trying to make vis and rad run fine in de_full_city. I have made many of the buildings block off areas from sight and have made every single light post a func_wall and now vis runs in 2 minutes, literaly, but I have yet to find a way around the rad MAX PATCHES error, No matter what I try I still get the error, I have gone to drastic measures changing the level a ton so that now more changes would start to make the map look bad but I am still running into the error, I need help, map is in the problem vault.

Are you running -full RAD?

Did you read:
MAX PATCHES on Tommy14's excellent Error Resource Site?

Of course you did... After all, everyone talks about Tommy's.

So you will have tried -sparse in your hlrad compile won't you?
You will have increased your -chop value to under 96?
And you will have most certainly had a very serious look at the way your map is light, dynamically and statically keeping a close eye on textured lighting and the scale of large faces?

So since it isn't any of those potential problems, maybe someone can come up with another suggestion.

If the player can't see faces of brushes on the map, increase all of those face's texture scale to 10.00 or higher. This will lower the patches used in the map. A skybox will also up the patches a whole bunch. If you're using a skybox but can't get rid of it use the above technique with the underside of the map.

If you have the Zoner's Half-Life wad use the Null texture instead to eliminate those faces altogether.

There in lies a problem though, Vox. Every is visible from some place or another except the ones facing the void, which are nulled automatically anyway.
