A friend of mine told me that some mods can be played on dedicated server after trying to play few mods in multiplayer.
Is this true? Is there any way to play some mods in listen server?

Yes, and yes, respectively. Obviously only if they have a multiplayer component

well you can copy the mod folder to dedicated server or source dedicated server depending on what game it is hl1 or hl2 mod
it then allows you to host servers on that spercific mod as long as you have maps in it
