I was just looking at the submit a map thing, and it has an option for uploading, what does it allow or block users from doing?

NO, I know that I can upload, but right above the description there is an 'allow upload' option.

It means that the people who write comments can upload a zip file to "that thread". Nothing special.

Its used for problem maps, they download your map, fix it up a bit, and upload an attachment.
It would be stupid to be uploading a map, and check an option that stops you uploading it...
