Why don't you try both options? It doesn't take you an hour to type "sv_cheats 0" and "sv_cheats 1"...

its kinda obvious really isnt it, 0 = nothing and 1 = something, a chimpanzee could probably work this out

To get the super grav gun you have to load a citadel level and get it. then spawn to an earlier level. Only problem is that all other weapons vanish. Some programming thing.
