When i doubleclick my VTF2TGA tool in: Steamapps(myname)sourcesdkbin .

Do i need another program to run it or do i need to do something with it?

VTF2TGA...Never heard of it but my guess is like VTEX you just turn Steam on and drag the file you want converted.

So drag the ftf you want converted to TGA...Although you may need to do more cause when converting TGA to VTF you need to specify where it will be copied too. Try what I said above first and then if it don't work try Valve's Wikipedia.

I'd say, take a look at vtfExplorer. Nice tool, lets you browse through both normal folders and .gcf files to keep track of your materials. Also allows exporting of .vtf's.
