when i use grid size of 1 unit and i want to resize a block to fit inside another block it doesn't work because the minimum distance i can move the block sometimes is 8 cm or 6 cm or something else instead of the 1 cm i asked for. Can any1 help?

PS - i didn't use vertex manipulation at all

How are you moving it? Dragging or nudging (with the arrow keys)?

and 1 unit does not = 1 CM

there are no unit guidelines, you just build what loks right

and don't use 1 snap grid... you'll cause leaks later on
and try the [ and ] keys to change grid snap

I would recommend setting snap to grid on, with the grid size two smaller than the default (16 units, 1 block). It makes leaks more difficult to create and it's a good thickness for walls, ceilings, floors etc.

I happen to like using snap 1. Most buildings I've been in don't have walls that are two feet thick when passing through doorways. I use 16 when building structural aspects like outside walls but interior walls I use 1 or 2 to try to simulate actual thicknesses. But it doesn't really matter.

I will agree with vassy though, at snap 1 leaks are harder to find. MUCH HARDER! And the detail can get really small.

Have a look in Tools->Options, there's an option to make the arrow keys nudge brushes.

i normally leave snap to grid off and make rooms by making a block, hollowing it, ungrouping it, and removing the sides i wish to curve, resize and other stuff and using new brushes for the ceiling. the grid diesnt matter! units are all the same size in hammer!!!
m0p m0pIllogical.
