I know without cube-maps, materials (Such as shiny floors) wont reflect and do the fancy specular effects, but why does water still reflect?

Water uses real-time reflection (and so is more demanding), cubemaps are only images representative of the area, and so must be built.

I think "cheap" water materials use cubemaps.

Indeed they do. And if your computer doesn't meet the specs, all water reflections use them.
