I keep getting those big shadows like they're being made from another building. if someone could please help me out. it some glitch with the light_environment.
if I compiled the map in full vis would that maybe fix the issue?

You should always try compiling with full vis if you get any light errors.
Also double check the geometry to make sure there are no leaks.
Or just add a pointlight to cancel out the shadow.

i'm running a full vis compile now.

EDIT

I'm still getting those ugly shadows being casted by buildings. and for some reason they're showing up inside? -_-
if someone would like to help me, it would be much appreciated.

Try with the -extra flag for RAD.

Also whats the properties of the light_environment?

I also get this problem with shadows, its really anoying.

Tie it to nothing. Send it all to World.
Then make the detail stuff like all those bendy corners func_wall again.
Vis and rad will take longer, specially with vis -full rad -extra but the lights and shadows will be better.
I have done this and still i get the same shitty shadows ><

If anyone knows a fix to this please help, Ive been having this problem for months and i don't want to release my map like this.

have you tried disabling shadows on the possible models/geometry causing the shadows? You can post the map and I will take a look at it for you.

i really only have these problems on moving things like elevators, etc. I always get some really weird shadowing/lighting there. I am not a light expert though.
