Yes. Name the frames of your animated texture under the following format:
+0_texture
+1_texture
+2_texture
[...]
+9_texture

Where "_texture" is the texture name. You can also have an "off" version if you use +A.

I believe the limit is 10 frames (0-9) but I could be wrong.

An animated texture can actually have two animated states. The "on" state is, as said, labeled with +0-9, while the toggled state can also be animated with +a-j.

I don't believe you can mix the liquid property (!) with the animated one (+#). (Nor any of them, actually.) It is one or the other.

An animated texture has to be of the format +0mytexture, +1mytexture, +2mytexture, etc. You can look at some of the Half-Life textures that use this as an example.

Yea i looked for !waterblue at halflife.wad . But there's just 1 texture named !waterblue. I don't understand how that texture become animated.

And, i change my mind. And i'll do animated (+0..+9) first. I did that:

I read somewhere that if you needed more frames, after +9 you could use +A, +B, etc. Never tested it, but maybe someone else knows.

Just so we're clear, if you're just trying to make a liquid texture, they do that swirly animation on their own. That's part of what the ! tag does.

I also think that you can combine most texture states. Just name it !+0waterfx.
