Ok, well theres cd music which is mp3's and they play through map changes etc. But I am planning to use different mp3's for a stealth mod am making (will be very cool). Is it possible to have Half Life custom mp3's that arent part of cd music?

I don't think so. They need to be wavs to be played with an ambient_generic, which is the way to play sounds other than a trigger_cdaudio which is only for the CD music.

That link has an excellent tutorial on how to convert files to wavs for use in HL and with ambient_generics.

Well, can you link me to a program that will let me edit wavs to repeat themselves? (Such as alien_beacon.wav, gah! I could listen to that noise all day and still not get tired of it. Good ol' Xen)

Search Google for Goldwave. Should do the trick.

Or Sound Forge 6 on a p2p proggy (it's not the newest version, but it's cleaner).

Steam lets you do this...

Never mind I just thought of a way, I'll post a link to the songs HERE and save them from HERE. You guys need to hear some of the songs anyway, they are AWESOME. Going to use some of them in my stealth mod (yes I DID ask him for permission to use them)

I have another question to ask. To make a wave start at the begining and repeat itself when it gets to the end I need to put 2 cue points, one start and one finish, at the beginning of the song right?

Hehe that's supposed to a saying.
I'm not english so I don't know whether you understand it.
It says something like 'Just try it.'.
You've asked a question which already contains the answer. That's why I posted that.
And you found out yourself, so everything if fine.

Sound Forged waves work fine with one cue point for me.

Already got the cue points, splitmek sounds awesome ingame, especially for a stealth game.
