What exactly do you mean? In what situation should these people be that they can directly download your map? Please specify the situation a bit more thorougly...

If the server is running the map, the BSP will be downloaded.

yes but if u have any custom wads/sounds/sprites or any of that nature u will need to download a program called resgen. it will create a file alowing the user to dl all the neccasary files that are need as long as u have all the files in the right spot on ur server.

You can make res files manually, too. They're simple to write.

They follow this format:

// res name / optional comments

// file entries:
custom.wad
sound/weapons/sbarrel1.wav
sound/ambience/siren.wav
sound/ambience/jetflyby1.wav
sound/weapons/mortarhit.wav
sound/debris/beamstart11.wav
sound/weapons/electro5.wav
sprites/muzzleflash1.spr

This would download custom.wad, as well as sbarrel1, siren, jetflyby1, mortarhit, beamstart11, electro5, and muzzleflash1 if it did not find said files. Just make sure to include this res file with your map.

Running the map on a server will generate a res file automatically.
