Well, assuming you've just got a .BSP, put/extract it into Half-LifeMODDIRmaps. Mod dir for standard HL is "VALVE", i.e.

c:sierraHalf-Lifevalvemaps
or
d:cscstrikemaps

You mean, a bsp file?
if so place the .bsp file in $sierra/half-life/valve/maps for halflife and half-life/cstrike/maps for cs.
If you have a rmf file or map file, open them in worldcraft/hammer and press f9.

If it's a single-player map, no.
Example:c:sierraHalf-Lifehl.exe +map mapname

or open console in hl and write 'map "MAPNAME"'
