Not long ago I was working on "New Problem" with a few people. If I remember correctly that project was abandoned (or I was never included again LOL)

New Problem.
I was in charge of that...
Everyone on the team disapeared exept for Ministeve and me. He left cause he was pissed when he found out I was an American.
I believe the contents and all of New Problem were wiped clear when a virus destroyed my computer.

Yeah once you register a CD Key with STeam, it's locked in. No way to use it anywhere else.
So if I didn't have steam, I couldn't install HL2 even if I bought it from the stores here? My roommate says it requires you to have steam.

It installs Steam when you try and just install the game. It is pretty decent for updates, I must confess.
