How high r_speeds would you accept in a map without going nuts?

Beyond a certain point, other factors come into play more. I mean, have a look at Anthony's Sydney Harbour Bridge and you'll see that people can go absolutely mad. I can't remember the peak or average r_speeds from that map, but I'm sure they could be hit in completely different ways with rather different hits performance-wise.

Depends on the player's hardware, too, largely. I mean, I've played a map recently that I think reached about four thousand without noticing any framerate impact, but my PC's pretty respectable.

People here tend to get a little spazzy if your r_speeds go over 800, but in my personal opinion, I'd set the limit to about 1100.

Is that most level design includes a lot of models to enhance the scene.. When your epoly goes up, so does your wpoly.
If you have 1100wpoly and a lot of action and a lot of models, the map will lag.
Simple, isn't it.

Then again, if you are just walking through looking at the scenery without action, 1100 would be fine... boring, but fine.
