I read in the manual that if the red led in on it wont start, i mean you jump the pwr pins nothing happens, the fans don't start up well nothing. Also according to the manual there has to be a AGP card in the system.
Ran it without anything still the same.

Try to get a PCI graphics, and an replacement CPU.
If none work the board is dead.
Could be RAM as well. What POST beeps does it emit? And are you sure that the PSU is all right as well?

Well the problem with it is i does nothing when i trigger the power switch.
The LED's light up so i am lead to believe it should start up, but it doesnt.
I did some reading around that the red led near the AGP port should not light up, its some sort of a protection mechanism so that you dont plug 3.3v graphics cards in there. I have a bunch of AGP cards and it does not matter what card i put in the led is still on and the system wont start. Even leaving the port empty doesnt solve it.
Its a AGP pro slot, though older AGP cards are compatible with it.
So either i am doing something wrong or the mobo is dead.

Watch out for that 478 Dell, those motherboards are know for dieing a lot.

I bought my self an Dell Precision 470 with 2x Intel Xeon 3.2GHz HT. Will upgrade it soon to 3.8GHz.
Tell me the problem the MoBo has, maybe we can solve it.

I first found out about it from an SMBC comic iirc, in which a woman shows a guy that if he looks through a small hole made with the fingers it improves focusing, and asks him if he can focus on his nose. When he's distracted she steals his equipment.

And I was afraid of the pipe moving CT, so I made a little rig so that it could be clamped firmly without crushing, and so that only about 5-10mm had to be gripped as it also stopped it from pivoting. By the time I figured out how to do the unsanded bit I had also came up with a rig that let me grip it in a similar way, firmly, with a cloth in between the vice and the pipe. So the whole thing is sanded but one end has marks from the vice that are too deep to easily sand out.

and ya, it's hard to vice copper pipe without denting/maring it.. it's so dam soft. still looks pretty clean to me tho :)

Just like in photography (or rather, an application of), the narrower the aperture the deeper the focal plane is.

That meaning, the smaller the hole, the better the focus will be.
