Are you sure you're not running it in multiplayer?
Launch HL, then hit the little key below Esc and type "map yourmapname". That will start your map in single-player. If you still don't see monsters then something very odd is wrong.

Could you be more specific? You couldn't find the entity, couldn't set to have a deagle, couldn't compile?
You'll get that assigned to you with your account.

Easy to do in HL. You want to read the Scripted tutorial, maybe look at the script-related example map. It's pretty easy to figure out.
Read all of the "In The Beginning" tutorials (the six-part series).
To stop people buying guns, you have to place a buyzone in an inaccessible place. I forgot to do that in the example map and will correct it.
