They used VC++ 5 or maybe 6 for programming, 3DS for modelling, Worldcraft 2 for mapping (the Quake 2 editor), not sure what they used for textures. I believe they used the Quake 2 engine, with some stuff from Quake 1, and alot of their own modifications.

1024x768 is a horrible resolution. I use possibly the most obscure resolution ever, 1792x1344.
