What video setting shoud you use for NS? And what should you have for your computer to get the most out of this setting?

Where can i find a .wad that has nothing but HL textures that scroll? There are very few scrool textures i could use that already come in the HL.wads.

i have 3 of the needed stuff. 
I have no clue why this is happening, but the sky is stuck on one of the nebula skies and its extremely annoying. I tried to create a new sky that I made and I wanted to test it, but it wont change the sky. I even tried to change it to the skies that came with half-life. The sky I made is in the right folder, all the right names and formats, even the sizes are right. BUT THE SKY WONT CHANGE!!!!
