I run HL on steam is updated and all the main point is i cant run a "create server" on my mod

I start up my mod and it wont let me make a lan server, i did all the files rite and everything, maps from HL appear in my maps selction on Lan setup so do the Models then when i run it the mod shuts off

Im Making a mod that will be sort of rpish but stil deathmatch . im also new to mapping... The game is called project jayda . it takes place in a city a very dangerous city were you must live ur life and survive crazy gunners strolling around the streets Multiplayer only. Ima make it so citizen can like smack someone or use a knife and gunners can us pistols n stuff something along the lines of that
