Try a C-D (cheating death) server. It works better than VAC but you have to download the program for it.

He's talking about Cheating Death.
A clientside device that allows you to enter a server with Cheating Death - it detects all other-than-default programs on CS/HL - such as hax0rz.

Although most of you never had that problem, some of us had trouble in the past getting the HL updates for our language version of the game. It could sometimes become a 3 hour wait in FilePlanet...
I'm happy that at least STEAM solves that problem, even though it creates others...
