i can't play any downloaded maps for hl2 or any game. 1st i dont know where to put the map and 2nd i dont know where to find any of my half folder etc

The tutorial by Seventh-Monkey called STEAM has a good description where to install your maps.
Usually found in C:/Program Files/Valve/Steam/SteamApps/Steam_account_name/Game_name
You can do a search for files and folder though Windows find, if you do not have a default load. Search for maps

Place bsp in C:ProgramSteamSteamAppsusernamehalf-life 2hl2maps
now startup half life 2, get the console up (~) , and type "map mapname"
without the "

It's very easy to find if you look around in your steam folder. That a very... lets just say, rookie, thing to ask.
Also... if it's a multiplayer map and you want to open it, you must host a server by clicking on "create server".
