From what I looked there is no clear answer. They say its your settings, but I know mine are fine. One thread said it was the version of hammer and zhlt your using. I am using hammer 3.4 and zhlt 3.4 betaa 32 bit is there a newer version of either of these??? oh and whats the difference between 32 bit and 64 bit zhlt.

but I know mine are fine.
How can you be so sure that your settings are fine even if you don't know whats causing the error?

Post your compile log.

but I know mine are fine.
'Heard that before :P

The only other things I know to cause this error:

Some have claimed that switching to the new compile tools, or back to the old ones--I forget--will cause/fix this error, which is probably caused by extracting Zoner's to a different directory than the originals.

The second is if you change any portion of your directory structure where your compile tools live.

Both of these though are again more or less another way to sayyour configuration is fucked up ;)

"Access is denied" is what Windows says when it can't find something, in these contexts.

You should have filled in the mod directory. In this instance, it's blahvalve, same as the game dir.

What would my Mod Directory be? I would think it is the half-lifevalve. Its not like NS or CS where i could put half-lifens or half-lifecstirke.

Don't use the Q-tools. Make ZHLT work.

yeah, I got new Zhlts 2.5.3 and it worked. I do not know why the 3.4 version does not work but I am happy. Heres a link to download v2.5.3 if you are searching the forums for this problem, hope it helps, it helpped me
