Is it possible to make a kinda reflecting effect for CS1.6 with the "core_urban_120" texture and using a very low brightness with lights.rad? Because I want it a little shiny or something.

Sure. I do that all the time for parts of brushwork that I want to "stand out" from the rest. just make the brigtness like 1-5 or something.

If you're trying it in a bright room of course, you won't notice. You might also experiment with the renderfx like glow/distort/hologrametc too.

That was actually quite good... But it wont work =( Because I want the reflection on the second floor of the house and then there would be hanging lamps in the roof all over the place =/

Ehh... Have you seen the floor at the CT spawn of cs_office in CSS? I want a reflection/shiny effect that comes closest to that.

Your best bet would be to get a flat, square model with a chrome textures and just lay it out all over your surface. Doing this will create a make-shift shine via chromed models.

Probably look pretty bad though.
