Someone suggested in my HL2 map "Laser Show" that I should make that map for HL1 as well.

Compiling the map I had made became impossible, and I'm wondering if i have things configured wrong for both the directories, AND the build programs.

What's the question?

EDIT: Okay the file extension .rmf was not being added to the file upon save-before-compile ... but NOW I'm gettign a fatal error in hlbsp when I try to compile the proper file.

It's the @-sign. Common problem. Look at the bottom of the Steam tutorial, the SUBST stuff, or search the forums.
