Yes I would say so, Try making a func_illusionary (give it volumetary light) with another brush on top with the water texture then tie it to a func_wall, with Not Solid ticked. I think this is going to be the closest your going to get, ok.

Anybody have any other Ideas?

course then you lose the fog effect and it looks like your not even in water... but I really don't see any other way.

func_wall doesnt even have not solid. Thats a func_illusionary.

And you wont really be swimming...

Ya but you could also put in a low func_push, (oh and sorry, lets make it a func_wall for the not solid).

You can set func_illusionary to be like water actualy. But you can still dorwn in it. How do you get a fog effect underwater?! I need that for a map!

You can't equip item_airtanks.
Just put on under water. As soon as the player touches it, he will get fresh air, so to speak.

This was used in Issues, for example. Be warned though that it can be very confusing towards the player, as it's a very rarely-known item. We as mappers may know about it, but I don't think most players will...
Anyway, it only adds some air, so you'll have a certain amount of seconds extra to breathe. Eventually, you will still drown...
