They can't shut down the Internet, they don't have that power. They can however, shut down most DNS root servers and the American part of the Internet.

America owns most of the worlds servers, I guess what obama is saying is he's not going to get rid of it, but hes trying to warm other countrys like russia that if they attack america, bye internet, although that would mostly harm their own country anyway -.-

Actually, I'm sort of wondering how they'd go about this too. Like potatis said, all they have control over are the root DNS servers located in America (and that's not all of them) and possibly strangle each American ISP's internet connection.
Even if they managed to kill off the DNS servers, there'd still be an internet, just no domain names. Services not utilising domain names would work fine.

Internet commerce will go to shit. SO much business is done and managed across the internet and shutting it down would destroy the world economy far more than anything ever.
Although it would be a worldly tactical advantage holding the internet hostage to stay safe. Though terrorists would attack knowing we would do this in retaliation and it would further fuel terrorism.
