that's because it's a server side option only.
you as a mapper have no say in the matter. unless you strip the player of all weapons and allow them to choose from a selection of armoury_entity designated weapons at the start of the round, ala fy_iceworld (and the millions of others )

however this causes problems in that your map will be sh!t. the awp is a weapon in the game, you can design your map to be biased towards not using sniper rifles which means the clever player will use assault rifles and such as opposed to awp etc.

Yes it can. Some of the CS maps have different weapon-buying restrictions which feature every time you play the map. I don't have a clue how, though; try Counter-Map.

well, in as_ type maps ct are not allowed to buy awp.

which cs_ maps are those seventh.
and the as_scenario is coded not to allow awp :/

I mean Counter-Strike maps in general, not those prefixed by cs_. I can't think of any off-hand 'cos I don't play CS much anymore, but it is possible. Maybe ask on the Counter-Strike forums?

Go to www.amxmod.net look though the plugins, they have a ton of awp banning plugins. All from your basic not-allow-buying to slapping-someone-to-5-hp-when-they-buy-an-awp. Is all good!

lol thanks for the help guys, you can look under my profile and play it out, its fully released including the awp, so give it a try

so did you manage to restrict it map-side, because that's impossible (or am i in need of a slap)

And someone alredy tols him that it is a server side option. Im not giving an answer to the question, I'm giving suggestions of where to look. BOOYOSA!
