Make sure "Toggle" is checked.

toggle is checked and there no flag that syas "use activates". It still wont turn on and off and on and off.

maybe you installed worldcraft wrong and you just cant see some of the flags, like with my multi manager. the multi threaded flag is not there but i know that it is the first square ??? maybe
