If I make a decal, with greyscale colours only, how do I get that decal to show up as yellow (like the original decal letters), red (like the original decal blood) or black (like the original decal bulletholes)?

The last color of that texture's palette defines the color it will show up in the game. Go ahead and check how it's done in the original decals.

can you make color decals without the grayscale? so you can post signs with having to make a solid?

I know this used to be possible, but I'm pretty sure it was removed c. 1.0.6.0.

You can have color player decals. (Sprays)

Afaik only decals in the decals.wad will use the semitransparent mode.
All others use normal masking with one transparent color.

This is how making a color decal is done. Open wally and start a new wad (pay no attention to the HL decal wizard option in tools). select the color palette you think is closest to the colors you will use for your spray. Now paste/create your spray. Check the very last color in the palette now (bottom left) If it isn't solid blue then go to colors and click edit palette. Now click on the last color in the list and change the red and green to 0 and the blue to 255. Now start half life and play and you spray is in color!!! Just remeber to NOT ever go to the customize menu or it will mess up your decal and make it not work anymore. You can always remake it but its easier to jst do everything from the console.

And how does that fit in with a homemade, non-spray decal? Because hazardous says only decals in decals.wad will use the semitransparant mode, but coolfat says that sprays will work.
But to be clear, I don't want to make a spray, I just want to make a decal.
