Anyway, the color of a semitransparent decal is taken from the last color in the palette.
If you want green decals, launch wally and open a blood decal.
Open the palette dialog and select the last color. Now you can chage the color the decal will have ingame.
The normal decals.wad contains red and yellow blood decals.

you can use the colors with the decals to make your own blood textures. makes for some cool special effects. maybe the outline of a gargantua on the wall in yellow after a huge explosion. that would look great.
