Ok, this might sound a bit ambtious..... but bear with me.....
Is it possible to make real-time cameras in HL so that you can see what is going on in other areas of the map?? And could it be fixed onto something you can control, maybe a pivot or even a set of wheels!?

That's not very tricky, it's actually common. The controlling on a pivot or set of wheels I'm not too sure about, but a simple camera is found very often in maps. :)

Please note that you don't need to create a rotating camera and such stuff. The only thing that's really important in order to look at other area's is this entity, 'trigger_camera'.

This article tells you exactly what you can achieve with this entity, it also explains how to get it to work:

Here's an example of actually looking through the view of a camera, used for a little movie. Here is another showing a rotating security camera to be seen watching over you rather than to look through yourself.
