I have looked for tutorials for this, but i might have missed 'em, so shout at me if you want:
How can i 'import' my own .wav files for speech? EG Record me and a few friends speaking then get the scientists to speak using the new .wav files?

Search the forums for "custom sound", etc, there are lots of posts that will be useful. Also, this explains a little of the required sound format.

To add them as sentences to get monsters' mouths to move as they're spoken (as opposed to using an ambient_generic), you need to edit SENTENCES.TXT. If you don't already have this in valve, you should use Wally, PAKScape, etc, to extract it.

dBpowerAMP Converter here is the best I've seen.

Once it's a WAV, you can tinker with the settings with Windows' Sound Recorder (SNDREC32.EXE).
