Is there a way to put multiple textures in wally and make them a wad. or use photoshop to make the images and put them into wally and make them one big wad??

Uuh, I think he wants to combine some wads into one. For this;
Open all the wads you want combined -
Create a new wad file.
Drag all the textures from the others into the new one.
'Yer done.
