When making a Counterstrike:Source map is it possible to enter CSS without being online!?

Yes, go to console and type map mapname and it will load it offline or you could click create server because it does'nt seem to create as server for me

CSS doesn't work offline! Infact at the minute my steams being a little bitch.
Somthing about not being able to connect.

But i want to be able to play it offline. I very rarely get online.
