It has to be 44,100 Sample rate, 8 bit, Mono, and uncompressed (pcm). Unless you're doing speech, which has to be 11,025 Sample rate to lipsynch with the NPCs. Try Goldwave or Audacity.

I'll have to try figure out what's wrong later.
It can't be the sound files itself but the sequence. I think I screwed up the multimanager. That's why it won't work because I seem to have gotten green_onions to work with the same settings. Just without a multimanager.

I've gotten away with 16 bit pcm in my last map. But I don't think 16 bit would do so well with a long or looping sound file (not really sure because I've never done a looping sound).
Audacity is a great program, it gives you a lot of freedom and it's freeware (not just a free trial either, the full version is completely free). You can adjust the output settings to get exactly what you want for the finished sound file.

16 bit sounds will not played on WON HL. Save WMA to WAV using Audacity or another WMA-compatible program with this settings preferred: 22050 Hz Sample rate (44100 Hz can be used too), 8 bit, Mono, and uncompressed (pcm) For voices use 11025 Hz Sample rate.

Yeah I really recommend goldwave too.
It's really powerful and you can use it unlimited time.
I recorded once this radio sound for my mod it was just a testsample to test it a bit but even as a sample it has a fantastic quality except that I'm sounding like I'm reading a text than beeing scared.
