My question is: How do I walk over my grass textured brush and hear grassy footsteps! or rocky/gravel footsteps! Or wooden floor footsteps? Or make is sound like the room I am in echo?

Does it matter in which order I add my custom tex in materials.txt in that list of tex/sound attributesI doubt it; never tried myself though.
What if the sound I want is NOT on the list of possible footstep sounds?Hm, I'm not sure you can do anything about that, it's probably coded. I'd use 'dirt' if you had to.
