how do i make it so the players start with and without certain weapons. like in scoutzknivez how people do not start out with a scout, but not with a glock or usp.

No such entities exist. At least not my CS. The solution for scout(for example) is to add an armoury entity containing the prefered weapon and use it together with info_map_parameters to disallow buying of guns. But the pistols can't be removed as far as I know. Try searching for some tutorials on the net. Maybe you find one.

Good News!!! I just found a map where you start with only a desert eagle and a knife. All original weapons are removed from the start and you get those instead. So there's got to be some way to do it.

there is an entity, something like info_player_weaponequip, that allows knives only. I've used it many times, quite a while ago. 100% positive. Got the "Advanced" FGD?

game_player_equip was added to the cs.fgd in 2000 by Tim Holt.

The most current modified CS.fgd is available at Slackillers link to Tommy14, who posts his own personal Expert FGD, cs_expert-tom792e.fgd.
