Minimum requirement is a .BSP file (or files) that works with Steam HL or the latest version of HL2:EP1, EP2, or Portal.Anyway, HL 1.1.1.0 doesn't differ that much from Steam HL. If your map works flawlessly on WON it should work fine on Steam as well.
I would have used a custom mod file to use a modified titles.txt file and altered a few models but I don't want to clutter up my valve folder with junk.You have a point there. However, it's actually not much of a problem for the judges to replace/re-replace the titles/sentences/model files, so if you really need that, go right ahead and include it.

No custom MODs?You do understand a custom mod with any coding changes would give one a very big advantage over people with no coding skills. Otherwise, there's really no need for minimod format in a compo where only the puzzle element plays the main role.
