Woo, grats!
The servers are up 24/7 afaik - you can even upload your maps yourself. Me & Archie will be hosting open playtesting sessions for judging once it's over, stay tuned for the dates.

I don't really mind the whole idea of making a map every week, so long as the goal is to learn something new, and you have some sort of bigger plan for the stuff you learn.
So say alongside the 51 weekly tests, release 3-4 proper finished maps a year, where you utilize what you've learned.

Try this
Triggering it in short intervals will give the player(s) an infinite amount of whatever you specify. It's pretty common in gun-specific CS maps (awp_, aim_, etc.), and according to the guide, it should work in HL.

No problem, I know how much it sucks to put loads of effort into an entry only to find out it didn't meet the all the requirements in the end.

coughXentransportationcough :P

Spent loads of time on it, was pretty happy with the end result at the time, yet it only had a single tiny Xen area, and even that wasn't fully accessible to the player.

No, I think that'd be pushing it too far. You have to pick an existing theme and essentially build a new map with it. You can enhance the theme with custom content, fancier brushwork, etc., but it still has to feel like the original.

So say if you're making an italy map, any player should easily be able to tell it's based on italy upon joining. That doesn't necessarily mean using the same textures/models. It's more finding the "signature" objects of each theme; for e.g. dust had the sandstone arches & the green chemical crates, italy had the opera/quitar music in the background, a marketplace with chickens, the wine cellar, frescoes on some of the walls, etc.
Once you pinpoint those objects, you're free to give them a makeover, so long as it's clear what they were based on. Also note that it could just as well be the atmosphere/lighting themes that make some of the maps unique.

If anything is unclear in the slightest, or if you think the rules are missing something, feel free to let us know - that goes for everyone.

I want to emphasize again that you're allowed to do whatever you like with the gameplay/layout. That includes anything from minor tweaks to a complete overhaul & changed game mode. Meaning that using a similar layout like you did won't necessarily hurt your score, so long as it plays well. That said, someone who's significantly improved a layout that was previously unplayable will naturally be more favored to win.

If you like the layout, go right ahead. I doubt your friend from 10 yrs ago would mind. ;)
Will we be able to test source maps eventually as well?
I don't have a solution to that yet, but we'll definitely think of something.

And lots of potential italy submissions indeed! This should be interesting, looking forward to what you all come up with.

It's the [m]visual style[/m] that has to be kept intact (coherent deviations are allowed though).
You have complete freedom as far as [m]gameplay[/m] goes.

Please read the rules properly, guys. You're just limiting yourselves by not doing so.

As for the tournament, it's all down to hosting the servers for it in the end. If that wasn't an issue, then sure, we could easily throw something together.

You can't link/parent it to anything in vanilla GoldSource.
If the second, more important target is static (i.e. you know what angle the turret will be facing when it rotates to it), you can just make it and the initial tank body invisible once it rotates to its goal. Then, in its place, show a new func_train, which has the turret rotated at the right angle. You can then move it where you like w/o any complex train setups.

I'm not sure if that makes sense, I could whip up a quick example if you want. :)

It doesn't have to be like that, you can technically use something like 256x192 (so long as it's a multiple of 16), but a texture of that size would be re-mipped to 256x256 in the engine, so there's not much of a point.

There's no 100%-reliable, fool-proof way of making your map impossible to decompile.
The best you can do is probably add in some sort of messy brushwork that would confuse a certain decompiler, but even then, someone with a bit of coding knowledge could still circumvent it, as the unencrypted geometry data is still located in the BSP file.

This page covers the whole thing nicely. It's aimed at Source, but the map format & base principles are shared in both engines, so technically this applies to Goldsource.

To quote the key bits:
Map designers need to know that people will get a hold of your VMF in some version or another, whether it be by your hand or not. Adding protection like this only delays the inevitable. For the most part, those who get a VMF only look, but if you do eventually login to a server that is running your map + sniper tower in the middle, yelling at the person will not help anyone. Just feel confident that your original design will win over some poor guys attempt to create his own map. What does one server running his bad version of your map affect you anyway?

Also, unlike HL1 maps, the Source format stores practically all the information for the map in the BSP. Nothing is interpreted by the engine. Thus, all that someone would need is a $10 copy of DJ Java Decompiler, a bit of free time, and a drive to hack your map and they can take VMEX and edit out all of the protections. The main point being, if you want to create a map that no one else will be able to change, you better do it for another engine because Source might as well be called open Source.
