is it possible to make ladders that swing down and only once theyre down they act as ladders? (ie: loft sliding ladders etc)

Yes i think, with a multimanager, set it as func_train, then to a ladder.
Ok seventh i've said what i think is right, fell free to correct me now ;)

Well, that's wrong.

An brush cant be two entities at once, so technically a moving ladder is impossible...
However, it might be possible to make a func_ladder brush "activated", using killtarget - im not sure though.

I have an idea that could give the illusion of a pull down ladder.
Make the brush thats you want to be the ladder, a func_train, and set that up.

Basically that but change it to fit your needs.
Then make a very thin brush infront of the ladder but make it completely transparent.
Once the ladder has come down, you will be able to climb up the transparent laddder in front of the fake ladder which is a func_train.
I hope that works...... :)

The only problem with that is you'll be able to climb the real ladder even when the ladder hasnt come down.

As long as you can make sure that the player can't get on the func_ladder when the visual ladder is still up, you can go with a func_ladder in place just fine. There's no way to actually move a func_ladder in Half-Life so you'll have to fake it, or use another idea.

G_KID's suggestion is a nice idea, bytheway. Did you put an invisible barrier over the ladder and remove it after the visual ladder went down? I'm led to believe you haven't fully tried his method yet...

CP, my example map shows a movable ladder, it can be climbed, while it is being moved.

it's not an accuall ladder, but a steep stairwell.

Cyanide, Unbreakables example might work best for you, if you can set it up right.

I know, Unbreakable, but it's not the kind of ladder we're talking about here (your ladder isn't a func_ladder, is it?). It's a nice workaround nevertheless. ;)

Yeah, I've used the steep stairwell trick before, and actually prefer it to the thin blocking method. you dont get the climbing sound, but its more versatile in complex trains. The one I used in a map was actually a ladder that moved accross the ground ontop a small machine and when in position, it would telescope the ladder out the top of the machine. Believe it or not it wasnt that hard to make. that might be a little advanced for this topic though.
Back on topic though, as has been said before, A func_ladder cannot be moved in basic HL. BUT there are many many ways of faking it that are easy and in some cases even "fun" to exploit. be creative.
