I was wondering if you open a .wad file through Wally, will it allow you to import more textures to the .wad file?

yes, all that you need to do is open the wad file, minimize it, and then open the texture you want to add in wally, then edit-selectall, then copy the texture. Now go into the wad file that is minimized, right click on it, and paste, and walla.

after imported just save it.

You can also just drag and drop the (saved) textures from an Explorer instance onto Wally.

U mean regular sized pictures (JPEG, GIF, etc) into Wally, then convert them into a size and pixel ratio compatible with Worldcraft, Then bring them into the .wad?

If you use Wally for image editing, yes.

Just remember don't change the original wads. Creat another one and place all the textures in it. If you'll change the original ones I think you'll need to put the whole wad in the zip, if you'll want to post it in TWHL.
